HIB: Harassment, Intimidation, Bullying
Any gesture, any written, verbal or physical act, or any electronic communications, as defined by N.J.S.A. 18A:37-14, whether it be a single incident or a series of incidents that:
Is motivated by race, color, religion, ancestry, national
origin, gender, sexual orientation, gender identity and
expression, or a mental, physical, or sensory disability,
or any other distinguishing characteristic.

Will have an effect of physically or emotionally harming
a pupil or his/her property.
Has an effect of demeaning or insulting any pupil
or group of pupils.

Anti-Bullying Bill of Rights Act
New Jersey schools are now required to report every single incident of harassment, intimidation and bullying, witnessed or reported, to the New Jersey Department of Education.
In the event of an HIB incident, the NJDOE now has procedures in place for:
Determining appropriate action
regarding HIB complaints

Formal investigation of complaints

Investigating either ongoing patterns
of HIB or systematic HIB concerns

Anti-Bullying Bill of Rights Act – Compliance
Compliance with this law is essential to avoid consequences from the state. If an incident between students is not reported and a serious event follows as a result, the school may be held liable and face disciplinary action.

HIBster is a software program that facilitates the process of HIB incident reporting. It acts as the central powerhouse of the steps and tasks involved.

Incidents are submitted using a form on the school district website. Incidents can also be submitted by users manually.
Submitted incidents transmit directly to the HIBster interface. They are then lined up in an organized queue.

Incidents in the queue will be reviewed by the anti-bullying specialist from the district to determine if an incident falls under the definition of HIB behavior.

Specialized reports are generated using existing data.

Reports are sent electronically to the state, keeping the process as paperless as possible.
Reports are backed up on a secure server for up to 99 years, in case a report requires review or reconsideration.

To ensure a successful evaluation, many options are available along with free space for submitting extra information that may be helpful to the specialist.

Incidents
Incident details, such as the victim(s) and perpetrator(s), date and time, and nature of the incident are added using a tabbed form with multiple categories.
Details may be modified.

Reports
Reports are created by pulling information from submitted incidents.

The incident details are compiled into a PDF document, ready to be sent to the state.

There are several types of users for HIBster.
Administrators
District Users

Administrators
Can perform all functions of the program. They have rights to all schools in the school district. They can administrate other users. They may assign users, modify their information, and activate / deactivate their accounts.
District Users
Have rights to all schools in the school district.
They cannot administrate other users.
School Users
Have rights to one particular school.
They cannot administrate other users.

Superintendents
Can view their own specific tasks that need to be required.
Write executive summaries and send reports to the State.
Teachers

Have rights to certain information about incidents their child is involved in.
Super User
Can modify all user accounts.

Cost-Effectiveness
With HIBster, the process of generating and sending these reports will require very little time and resources.
Without HIBster, extra funds would be needed in the budget for more paper, ink, stamps, envelopes, and perhaps even a new hire.

Efficiency
Complying with the HIB statute requires a chain of events - reporting, sending and backing up.
Because the entire chain of events is done through HIBster, the software acts as the centre of all ingoing and outgoing information in regards to HIB incidents. All the information you need is right there in the program.

This prevents the law from being an obstruction of your work in educating students.

Security
We are dealing with extremely sensitive information about students. The program must be secure.
Access to the HIBster system is tightly secured
utilizing a layered approach.
All unauthenticated requests are redirected
to a default page.
A form of authentication encrypts a user’s
username and password.

Security
HIBster uses a hashing mechanism (MD5)
instead of clear text to send credentials.
The system stores login credentials as
encrypted text. If our database is
maliciously attacked, HIB credentials will
not be exposed as plain text.

Summary
